Shower faucets losing pressure

I have two bathrooms. One has plenty of pressure in the shower while the other seems to get weaker and weaker. I have replace the stems but it didn't help. Is there something further in there that needs repair and how do I get to it?

Loss of pressure in a shower usually just means that the showerhead itself is becoming clogged with minerals, etc.
Remove the showerhead, soak it overnight in vinegar to dissolve the minerals, clean it out, re-install it and see if that doesn't solve the problem.
(Check the water pressure with the showerhead off.)
An alternative is to tape a ziplock plastic bag with vinegar in it over the showerhead, so that you don't have to remove it, but the first way is better.

I tried cleaning my shower head and even thought it did need it, that didn't solve my problem. I checked the pressure while I had it removed and the flow just doesn't have enough pressure.
