That's a Badger remote reading meter. Drive-by reading system.
Most places are upgrading from them.

Nothing wrong about turning off both valves during vacation. Redundancy is a luxury.

Your house is plumbed 100% correctly.
Two valves. One is the main and the other isolates the house from the meter.
This was done specifically to facilitate easier meter replacement.

What is that black box next to the meter? It looks like it could be a flow monitor that shuts off the water if there is unusual or massive flow from a leak or break. If that is the case then you actually have THREE shutoffs, and the ultimate in protection. But, it could just be a transmitter for remote meter reading. Our transmitter is mounted outside on the side of the house wired back to the meter inside.
