Moaning Pipes

Our pipes are "moaning", for lack of a better description. It comes and goes. We have plastic pipe. Our home is about 7 years old. The sound sometimes stops if we turn the water on on the correct faucet, which is different from time to time.

Does anyone know what this might be or how it can be remedied?

Sounds like you may have just a bit more water pressure than you need (to prevent this).
Are you on public water?
If so, you may have a Pressure Control Valve that needs to be adjusted, repaired or replaced to control water pressure.

We are on a subdivision water system. Is the water pressure something I can check here at the house or something I need to check with the subdivision regarding?

You can ask them to check on their side of the meter, and you can check your side of the meter at a water hose spigot with a pressure gauge with a spigot adaptor (available at most any hardware store).
