Low water pressure??

I was wondering, what exactly the problem is with my one tub. I have very great water pressure in all sinks, showers, and toilets. I even have great water pressure in the shower part of this one tub/shower. It's just when you turned the shower off, and the tub part is on. The pressure is very poor(low). I have replace both stems and the deverter. Please HELP!! I have ran out of ideas..

The only thing that I can think of, if you have replaced the diverter, is that maybe you have a galvanized pipe that has scaled up inside that the spout is on.
Remove the tub spout and check out the pipe that it is screwed onto.

Donald,
I received your email that you have all copper pipe.
Did you try the tub water pressure without the spout on?
If it is still not "normal" with the spout removed, you may need to check your new diverter installation.
Go to "Repair/Fix-It" above in the Plumbing section and find your type of faucet for illustrated info.
