Cool

Did you replace the flapper and clean the flapper seat with steel wool?
Is the handle-flapper chain adjusted to where the chain will just allow the flapper to seal fully, without too much slack?
Sounds like a flapper problem that just needs adjustment.

If it isn't a flapper problem......Stick your hand into the tank and see if you can feel the water running. Sometimes the fill valve housing will crack down by the base at the bottom of the tank. The upper assembly will shut off, but the water will leak at the base giving you the impression it isn't working right (which I guess it isn't, however, it is leaking too).
