Mixit tub valves w/ Boilers... ??? help!!

I am needing some info! ...here is the scenario, and I hope someone ("Old-Guy?") has a simpler solution....

- an apartment property with "Mixit" brand tub valves....
--boiler system for the hot water...
---20 yr old place....probs now....
----water flows from hot AND cold side, BUT,,,,,
-----when on "cold" side, it flows warm--then HOT water, and also flows hot water on the hot side....
----------or/also,,,cold water on the hot side , when both are flowing with no obstructions.....

-sometimes have hot water flow into toilets, too.... thus my belief that it is not the problem with the valve stem...

--note: valve stems have been replaced with the problem still there...

Soooo, do I REALLY HAVE to cut out the whole manifolds, and replace the whole valve assembly???? or is there some better solution?!!!

I've been on other properties with really good reults from the "Mixit" brand, but this is crazy!! this could become quite a nightmare!... surle there MUST be a simpler solution than whacking out tile/walls, and cutting pipes for this problem.... any thoughts?? please?

George,
I'm no pro plumber (and I'm not even moderator for this Plumbing forum, just the Home Buying/Selling forum), but I think that your problem is in the boiler hot water supply heating coils.
The hot water is apparently backing up into the cold water supply lines, and that could be caused by partial plugging up of the coils in the boiler.
I highly doubt from your description that all of your mix-it valves are defective, and they wouldn't have anything to do with the toilets, in any case.
You may have to replace, or remove and clean out, the coils in the boiler to resolve this problem.
