Sometimes the toilet does just fine. Then next time it may send the waste down but all the water doesn't go, or maybe it won't send the waste down. Sometimes it takes several flushes to get it all down. It's very inconsistent. The air valve on the roof must be connected to the sink and tub because there is only one airpipe. The tub and sink drain OK. We tried snaking the toilet. What else can we do?

You may have one of those so-called "water-saver" low-flow toilets that are mandated now, or you may have something hung up in the built-in trap of the toilet.
The best way to clear a toilet if a good plunging doesn't work, is with a toilet auger.

Toilet Auger w/3' Handle
Almost anything can easily get hung up in a toilet trap, such as too much toilet paper, a plastic toy, feminine products, curlers, toothbrushes, etc.
Get a toilet auger, feed the end into the trap of the toilet, and crank away. If that doesn't solve the problem, you may have to pull the toilet and auger it from underneath to dislodge whatever may be causing the frequent clogs.
