Leaky flat-top gate valve

Question

My copper return line from my boiler is leaking at the stem of the 1 1/4" brass flat-top gate valve. Since it doesn't have a typical packing nut to tighten or repack, I'm unsure if it can be packed with teflon thread. The valve body does have hex sides (just behind the handle) for a pipe wrench but so far I've had no luck tightening or loosening this part. Short of replacing the entire valve, does anyone have any advice?

IF you cannot repack the valve stem packing with teflon ROPE,not tape, I guess you will need to replace the valve. Since that seems imminent, I would for sure take the valve apart, in place, and see if repair was possible, before I replace it. Nothing to lose.
