Slow Fill Toilet

My toilet is very slow to fill back up after flushing. After flushing, the water level rises very slowly. I push down on the float ball and the water will rise a bit faster but there are bubbles coming up from, I believe the overfill tube. Is that a leak in the seal down there? Other ideas? The toilet doesn't constantly run, eventually it does fill, it just takes over an hour.

Install a new fluidmaster 400A fill valve, there easy to install and cheap, follow the instructions on the box.
