Question New Tub & Shower Valve

I live in a two-story townhouse.
Recently I installed a Moen Positemp Valve.
This unit has a temperature limit stop.
I set the stop to where I felt the temperature would be OK.
Some days I turn the valve to the upper limit and the water is hot so I lower it to a more comfortable level.
Other days when I set the valve to the upper level the water temperature is only warm.
What causes this extreme temperature change?
Should I have the water heater inspected?
I drain water off the water heater monthly.

I usally just remove the temp stop, and then find the desired position in the same manner as with any shower valve before using it.

Cause of changes, demand and supply, prior use comparied to non usage the the water heater before use of the valve, time between heating and cooling down of the water heater.
