Angry Toilet - water does not swirl properly

The toilet is as old as the house -- built in the 50's. When the toilet is flushed there is not enough swirlling action to give it a complete flush. You must flush the bowl 3 - 4 time in order to get a complete flush. We have determined that there is no clog - we emptied a 2 gallon-bucket of water into the bowl itself and it flushed properly. Any help is greatly appreciated. By the way, the water in the tank does fill up to the designated water fill 'line' properly.

Here is a easy and usually a good fix for that problem. Cut a metal coat hanger and bend up a about a two inch piece and under the rim of the toilet you'll find holes. Fish the wire up in these holes and get them cleaned out real good. Then get yourself some of the works toiletbowl cleaner and pour in down the overflow tube in your tank. Just alittle bit at a time will do. Leave it set maybe 2-3 minutes and flush the toilet. See if that doesn't help, you may have to do it a couple of times depending on how bad your clogged.
