Question Toilet

When I flush the upstairs toilet, the bowl fills up like its plugged, and then it drains slowly. I used a plunger which did not help, I removed the toilet to see if there is was something stuck in the neck of the toilet. I did not find anything; I even poured water down the drain (when I had the toilet removed) the water went down OK.

Its been doing this since I bought the house three years ago and its getting worse.

The downstairs toilet works fine, which makes me think the sewer line is OK. Should I replace the toilet?

Run a toilet auger through the toilet, also make sure the blow hole and flush ring holes are clean.
