A 2part question! 1. Can ridgid copper 3/4 " be used for a supply line from water main to kitchen sink supply lines? Or Sch40 PVC?
2. Have a toilet that flushes slowly or not at all sometimes. Have taken toilet off and drains to septic are clear, does the toilet have to have a vent in drain line? This house was built shortly after WWII.

1. Call your Building Inspection Department for local plumbing code.
Codes vary from place to place.
You can use copper supply lines virtually anywhere.
Plastic is not permitted in some places.
PVC can be used only for cold water or drain lines, but you have to use CPVC for hot water (or for both), if permitted.
2. I'm pretty sure that your toilet is vented through the main stack. It wouldn't have worked at all if it hadn't been vented since WWII.
Toilets have their own built-in traps, and many things can easily get hung up inside the toilet itself (plastic toys, toothbrushes, curlers, feminine products, etc.)
Try clearing the toilet trap through the bowl with a crank handle toilet auger.
