Water heater drips but won't drain!

Water heater drips but won't drain! (updated)
The drain valve (looks like a regular faucet) on our water heater is dripping...but I can't get it to drain when opened.....I shut off the water supply to the house and opened hot faucet in nearest sink, but still no flow. How do I proceed?
I love the threaded cap......beats the baking dish!!!!!
To answer your question, the heater is in a laundry room (vinyl floor)....there is a door to the room for garden hose access to the outside.......suggestions on how to drain????

The drain spigot is clogged with sediment from the bottom of the tank. How you proceed depends on what you need to do.
Just to stop the drip, you can get a water hose-threaded cap and cap it off.
To get the water heater to drain is another story. Gas or electric? Where is the water heater? In basement with a floor drain?
If so, you can turn the power/gas off to the heater, and unscrew the drain and let it flush the sediment out onto the floor into the floor drain, and repair or replace the drain spigot.
If not, you can go to Plan B, which we can get into if you give us more info.
