Vent pitch

OK- This may seem like a silly question. What way should the vent pipe pitch to? Up to the vent stack, or down. It makes sense to me that if there is moisture or condensate, it should go DOWN, toward the main stack. If you think about vapors or oders, it makes sense to have the pitch UP, so, which is it UP or Down, and what is the correct pitch - I think i was told 1/4" every 4 ft - is that correct ?

the vent slopes from the stack to the drain. Condensation then drains down into the drainage system and sewer gases, which are lighter than air, vents out the system.
