If you are looking for more D.I.Y. go ahead and make your own "plans" based on what you have available. You need a basin for your fountain, a DC pump and a solar panel for the power. Make the fountain to be whatever you want. Finding a pump and solar panel is probably the most difficult part. Once you have them you can get really creative with the rest. The basin could be anything: an old plate, a shallow bowl, a disk from an old plow...

It depends on how big a system you want? Many years ago my dad made a very simple fountain using a car windshield washer pump. The parts cost a few pence and it ran really well on an old car battery which we hid under a fake rock made by pouring some surplus concrete mix into a polythene bag and leaving it to set.

From memory, we made a simple filter using a piece of sponge.

If you wanted a solar pump that only worked when the sun shone on it, you wouldn't need the battery, which makes it even simpler - then you just need a small solar panel, connect it all together and off you go.

Find a pump, tell me how many watts it requires and which State you live in and I'll tell you the optimum size of solar panel you need.

Thanks I found this and am thinking of buying it, then to figure out how to make a base to install it and not look stupid ,it's for birds so it needs to be up off the ground.
