Help with small pondless waterfall

I could really use some help. I would like to build a small pondless waterfall. I'm looking at about 2 feet in height, running downwards about 3 to 3 1/2 feet long. I really don't want to spend $400 and up on a kit for something so small. I have all the rocks, and would like to keep this project under $200. Is this even possible? Thanks!
