Outdoor faucet sprays water when turned off

Hi,
we moved into a new place and the outside faucet has an odd issue. Whenever you turn it off water is leaking where the hose is tight to the faucet. I tried to tighten it and put in an o-ring but it does not fix the problem. It seems that whenever you turn it off the water pressure spikes. Has anybody seen this problem before?

Is it the vacuum breaker, anti-siphon device leaking? It's common for them to gurgle out some water when the faucet is turned off.
