How to patch a leak in a pond liner

I have a small fountain / pond as a water feature. The liner for the pond is vinyl and has developed a leak. I have finally found the hole. It is about an inch long and 1/4 inch wide. What kind of material do you recommend that I use to fill the hole. It will always be submerged. The liner has the usual sand beneath the liner. I am hoping there is some type of caulk material I can use for this seal. However, I also have some liner material that I could cut and apply a patch is that would be the recommended methodology. If so, what should I use to glue the patch to the liner and ensure a seal?
