Fix a 2-tone fountain

The sealed/painted part above the water line is much lighter than the higher mortared part. How can we fix this?
A landscaper helped us refurbish an old concrete fountain with mortar on the walls and pool paint in the bottom to waterproof it. The waterproof paint line is higher than the water line, and especially when it rains we get this 2-tone look that we donít like. What materials could we use to fix this and have one more uniform color? Thanks!

You basically have two choices....
an epoxy paint for the whole thing or a pool plasterer and plaster the entire fountain.
You could paint over the plastering job.
