hot tub electrical problems - help

Bought a used hot tub. Previous owner indicated worked fine, no reason not to beleive him. Hooked up to power, (no h20 in it yet) husband just wants to see if works. The equipment control panel indicates energy, however the side panel controls don't appear to work. Any suggestions for troubleshooting?

before you cause yourself $ $ problems, put water in it , before turning it on

We were advised to disconnect the wires to the pump if we were not putting water in it. This we did. What other problems might be caused by not putting water in it. Very hot tub illiterate, but learning.

if there is no flow switch or psi switch the heater may come on burning out the unit and / or melting any pvc at or near heater, you have to put water in the spa in order to check for leaks, so fill her up and then theres no problem with any procedure you make, you really need some knowledge if you run into any prob. in order to proceed.
