What effect does this have on the water and what role does it play in shock treatment?

alkalinity & p h go hand in hand , there like kissin cousins, you adjust one the other is affected, alkalinity is necessary to some degree, depending upon what type of pool you have will determine what levels are better, too much can = problems and too little can = problems , theres an execellent book thats easy to understand re pool / spa water chemistry and most all things related to maintaining your pool, its called " Everything you always wanted to know about pool care " by Charlie Taylor you may be able to find it at your local book store, if not , you can order a copy,.........
