Cartridge filter not working, Should I go D.E.?

Hello everone, first time poster on here from Australia

Heres my story....

Last summer I brought an Intex 12x3ft pool, but for the life of me, I can not get it crystal clear
It seems the cartridge filter just does not cut the mustard. It looks great after a floc, but the filter will not remove the last stirred up bit completely. So I'm thinking of ditching the cartridge an going with D.E.
I'm bit of a DIYer so I was thinking of trying to put something together myself, but I can't find any plans or examples of how these filters operate (I've looked pretty hard all over the "net").

So I would welcome any ideas/thoughts or help of any kind.

Have never heard of a DIY DE. Converted from cartidge to DE a couple of years ago for our in-ground and could not be happier. I had a bad run with algae right before converting and I literally had to remove the cartidge and clean it once a day and still could not get the water cleaned up. With the DE I have had nothing but crystal clear water.
