Leaky liner

I've just installed a new vinyl liner in my ingound pool and, while I was doing that, decided to dig out and install a new set of steps. Where the liner has been cut out to accommodate the steps, the joint has been sealed with silicone sealant. Unfortunately, it looks like there's a bit of a leak somewhere around this joint. I'm pretty sure new silicone won't adhere to the already-set sealant but I don't know how I'll remove the 'old' silicone from the vinyl liner without wrecking it. Any ideas?

using silicone here is a big no no, you should have had rubber gaskets, screws, and stair strips come with your steps. If you don't have them order them. Clean the silicone by peeling from the liner, yeah it will be slow but you cannot use chemicals like goof off. Then repair using the strips and gaskets. Good luck...
