Installing a New Railing for Stairs in Deck

I got the new 1.90" SS railing for the inground pool stairs and anchors. The anchors will be set into the deck. I have a couple of questions:
1. The anchor sockets look like a 3" hole will work but there is a wedge bolt buldge on one side of the anchor. Do I go with a 4" hole or a 3" and drill out the area for the buldge? I'm renting a coring tool and need to get the correct bit.
2. What kind of cement do I use to set the anchor? Hydraulic or some kind of epoxy???

Anchors

What do the instructions for the anchors tell you about the hole size?

There were no instructions. I bought the railing, aluminum anchors and eschucheons from an online pool store and they appeared to be shipped directly from S.R. Smith.
