Flashing FLO on 1999 Sundance RIO

Flashing FLO on 1999 Sundance RIO
Would a bad temp sensor cause a flashing flo and prevent the water to heat up? I replaced Flow switch and circulation pump. What else could it be?

I just replaced the temp sensor and still no luck. Does my 1999 Sundance Rio have a pressure switch? If so, could that be the issue? I have looked at my manual and there isn't anything about a pressure switch.

Yes there is a pressure switch that would send an flo alert and shut off the heat element. You can test the element by first securing the power to the tub(very important) and removing the elect. leads to the element, then use a ohmeter to see if the elements are shorted to ground.
