Weighting down AGP Stairs

We have the pictured stairs in our pool. There is a plastic mesh shelf behind the second step that we've always put weights on to keep them stable on the bottom of the pool. Not sure exactly why, but that "shelf" has broken and will no longer support the weights. My solution to get through the weekend was to use twine and tie the weights to the ladder, but this isn't really working all that well.

Looking for a better idea. I think part of the issue is that the bottom of the pool has shifted and the feet of the ladder are no longer level as they once were, but not a lot that can be done about that at this point of the summer.

Looking for any suggestions for a better remedy.
