Dimension Aurora II - "Jets 2" button not working? Bad control panel, air lock?

My parents bought a house with a Dimension Aurora II hot tub (manufactured in 2002 I think) that hadn't been used by the previous owners. They're in the process of getting it working again, seemingly replacing every component or hose in the process lol. The big items would be a new circulator pump and seal kit for one of the two (massage) pumps.

Anyway, it's mostly up and running. But they're having problems with the Jets. Initially, the "Jets 1" button was only turning on two of the ~36 jets. After cycling them on and off, I think they got air out of some others and more are working.

But "Jets 2" aren't working. The light next to the button on the control panel doesn't illuminate, nor do the jets start. It's hard to tell if the membrane button is worn out, or if there is some other electrical issue. Or unlikely, it's something simple like an air-lock...

What's confusing is *I think* (I'm no longer at my parent's to confirm) both (massage) pumps run when "Jets 1" are on. So what exactly is "Jets 2" suppose to open/turn on to get the rest of the jets working? Are there solenoid valves some place I'm missing?

Rather than buying a new control panel for $300, I'm wondering could I jump "Jets 2" over to the "Jets 1" button somehow? That way every jet could be controlled by the one button I know works? I haven't yet taken the control panel out of tub to inspect how it's wired...

It's important to ID the right spa and then have the owners manual for it.
