Hot tub pillows - replace or repair???

I have a pillow that looks perfect but has degraded underneath and is putting many little pieces of the pillow coating into the water. Do these just get replaced or is there some coating that can be put on the pillow underneath to make them last a little longer?

I'm not familiar with hot tub pillows, but if it's denigrating, it's the fabric used (reminds me of bonded leather) that's falling apart and can not be fixed. IMO, it needs to be replaced. Not sure if only the fabric can be replaced, but depending on the age, I'd guess the inside isn't too great either and would just get a new one.
