Uneven Pool base

Uneven Pool base

Due to a couple of sever rain showers last summer, our back yard flooded (20" of rain in less than 1 hour). As a result of this our 21ft, above ground pool was undermined by water which shifted the base material under the liner. Unfortunately, one of the places that this is most severe is exactly where our steps are attached to our deck. The steps no longer will sit flat on the bottom, not even close to flat. I've considered moving the entry to a different area of the deck, unfortunately, where they are currently located is the optimal spot and I'd rather not relocate for many reasons. Any suggestions/Ideas short of emptying the pool removing the liner and redoing the material underneath?

If it shifted the base material under the liner I'd think the pool would need to be picked up and the base repaired. It's not going to get better by itself and if it's too bad it will stress the liner and may cause a seam to open.
