Hot tub not heating
I have a 230V heating system. When I check each leg to ground, I get 120V with element wired in but get zero between legs. When I unwire element, I get 240V between legs. I Have replace the element and get 11 ohms reading between the terminals (not connected to power source) I get zero ohms reading between the terminals and the housing (ground) Help???

Just FYI..... an open connection is infinity with an ohmeter. Zero ohms is a dead short.
To describe it you say "no continuity" which is the same as open.
11 ohms is good on the element.
There should be no continuity from the element ends to the metal case.
If you are measuring 240v only with the element disconnected it means there is something not passing the voltage. There should be two relays supplying power to the element. One is probably bad/arced. With the element disconnected there should be 120v between each wire and ground.
You can post the model number of the board. A picture or two is also helpful.
