My 2004 Arctic Spa is tripping the GFI when the heater is called for. If I disconnect the heater the pump runs with no issues. I replaced the heater relay that has blown in the past. The resistor by the relay is showing 33.3 Ohms. Any advice?

Welcome to the forums.
Unfortunately the relay won't cause a ground fault.
The problem is when the heating element inside the heater shorts to ground thru a water leak.
You need to disconnect both AC feed lines to the heater.
Checking from end to end should show 10-50 ohms.
Checking from either end to ground should show no continuity.
If using an analog meter.... use a high ohms scale. With digital use auto.
