Question roofdonebad?

recentlyI realized I had lifting shingles-uponfurther examination it was not the shingles lifting but the plywood used.
I need to know what the building codes were for roofs in 1984
the roofer I had come look at the roof said none of it was buildt to code and needs to be replaced
no spaces between sheets of plywood
plywood stapled not nailed or screwed
plywood wasn't the correct thickness

I need to know was I scammed in 1984 or am I in the process of being scammed now?

Since building codes vary by town or county, check with your local town hall or library for the proper roof construction technique. Also, be sure to get opinions from multiple roofers.
