gutters downspouts

I would like to have my downspouts empty into some soil pipe that I can bury. Can I do this without having to make a drywell? I live in NYC area and I am concerned about freezing as well. What is my best course of action?

The only problem I see is that the water will have no place to go. For light rain, soil pipe may be ok, but with a downpour I would think you'd need some kind of a dry well. Much depends on the the type of soil. Very sandy soil may drain ok.

A drywell can be very simple.... I've seen folks use a 5 gallon paint bucket with holes and filled with rocks.
