fiberglass shingle roofover

I have a fiberglass shingle 3 tab roof with a three inch pitch in florida .I want to add a second layer of architectural shingle over my existing three tab roof . The question is ,how dry does my old roof have to be to do my roofover. This time of year we have dew in the mornings and sudden showers in the afternoon. Also is it a good idea to overhang the drip edge by 1/4 or 1/2 inch at the eaves and rakes? I will put roofing cement at eaves and rakes because of the 3 inch pitch. It seems local contractors have begun this practice due to the low pitch.

I would not put arch shingles over 3 tabs. They will not lay right and in a year or so will look funny. It will also shorten the life of your new shingles. As far as moisture in Florida you can just about shingle all day. Your roofer will make sure it is dry before he starts.
