Question Metal valley flashing

The metal valley flashing on my home has some spots of rust. I haven't been up to look at it closely yet, so I don't know how deep it goes. I plan to re-roof in the next couple of weeks - add a 2nd layer. What can I do about the valley?

1. If it's surface rust, should I paint it with Rust-o-leum and install the new shingles up to the existing shingle line?

2. Should I install a new flashing over the existing one?

3. Should I do away with the flashing and weave the shingles across the valley?

It's a very steep pitch roof (14/12 - mansard) if that makes a difference.

Cool

Since you're doing a lay-over, I would just spot paint any surface rust spots, leave the valley in place and shingle over it.
If it is rusted through anywhere, I would put new flashing over it.
