I am building a new home. The builder completed the framing, roofing and windows, currently they are doing the plumbing and duct works. My question is should the house be weathertight now, no water leak when rain?

Cool

Assuming that the siding also is completed, that stage of construction is aka "drying in" and there should be NO leaks. If there are, ask your builder to correct them immediately to prevent water damage.

A house is considered water tight in new construction when the roof and shingles are on, windows and doors in, and the house is sided. As a rule, a house must be what is called watertight before you hang sheetrock.
Hope this helps. Good Luck
