Flat Porch Roof Leaks

I have an ongoing problem with my front porch flat roof. It has been re-shingled 4 times by professionals. I have had new gutters installed on it. And I have put "tar" in the "corner" between the top of the gutter and the bottom of the shingles. The rain still gets in and runs down the fascia board and even worse, water runs on top of the porch ceiling and then down the bricks. Water even runs down the chain to the porch light. CAN ANYONE HELP ME?

What the heck are you doing with shingles on a flat roof!!!?

First, they all come off.
Replace any rotted, or punky wood. Preferrably build up even a 2%(minimum) slope-away from the home.
Find a pro that is familier and can apply a torched-on modified bitumen polymer, with flashing, counter flashing, and scupper boxes. Good luck, did I forget anything guys?

Get rid of the flat roof and put a 5:12 on it.

Shingles on a flat roof are a guaranteed leak. If you have no other choice than a flt roof in this area, due to headroom considerations, then install a patio type roof in it's place -- either a 'flat pan' or an insulated roof panel cover.
