Applying second layer

My next-door neighbor has a one of the most damaged roofs I have ever seen...completedly brittle and very little of the shingles left. I noticed they are installing a 2nd layer of shingles today, and while I'm happy to see them doing something, I wonder about the wisdom of putting a 2nd layer on top of all these severely damaged shingles. I don't see them putting a layer of felt down, but is that necessary? Would like to offer some casual advice, but not sure what to relay. Thoughts?

My best advice to you is not to watch and do not say anything to them. It will open a can of worms. For you own information, remove old shingles, replace damaged or rotted roof sheeting, apply 30# felt, apply roof seal 3 feet up the roof on all sides, and nail down new shingles.
