Crawlspace seepage

My brother-in-law's tri-level home has a partial crawlspace. Apparently, the crawlspace's concrete floor was poured years after the walls and footings (floating concrete floor). The problem is that every time he gets a significant rainfall, he gets seepage where the floor meets the wall. Is there any product that he could apply that would be effective in stopping this seepage?

Apply a Block sealer(paint section @ Home Depot(70.00per 5 gal) or dig up the exterior dirt against the foundation and reseal with a foundation coating.

Before that, check the gutters!!!!!!!!!!!!!!!Alot of people spend $$$$$$$$$$ on waterproofing and bad gutter drainage was the problem all along(or even the slope of the ground)!!
