replacing roof

I have been getting estimates for a new roof gutters facia and sofit. I live in the Chicago area and have a 3 step ranch house. On the south side the shingles are dry and curling. No leaks. One roofer says I need the whole roof removed another said just the bad side. Who is right? they are both going to reshingle the entire roof. I have a three foot overhang in the front and back with about a foot on each side. One said I need an ice and water protector the other said no because of the over hang, Again who is right?? Thanks for any advice you can give me.

You could strip part of the roof as long as the rest is flat. I would recommend tearing it all off, though. It will look more uniform and flatter. Also, the part with 2 layers will not last as long.
