Drip edging- over or under felt?

I am currently having my roof torn off and replaced. I have read in this message board that the felt should go over the drip edge. In my case, the contractors have laid 30 lb. felt and ice and water shields, and installed 2.5 inch drip edge on top of it.
Why do you recommended the felt should be laid on top of these edges? Are the consequences serious enough so I need to ask them to redo the work? (No shingles laid yet on this section of the roof)

It is not serious enough to worry about.
