Question Roofing

I have an estimate from a roofer who says he will tear off the top layer of shingles (I currently have 2 layers on the house), then lay felt on top of the layer of shingles, then put down a new layer of shingles on top of the felt. Is this the right way to do it? I have concern about this method. Is there a professional roofer who can give me advice. Thanks in advance!

Not a professional roofer, but I can tell you it is not a good idea; not a quality job; the new roof will not last long; and, in some areas, it is not legal.

Sounds like a nightmare.
Tear the entire roof off down to the deck.
It's the only way in my book.

Run.. run far away. You need to pull up all the layers. That is just stupid for them to even try. I dislike the fact that some roofers shingle over an old roof in the first place.

Are you sure you heard him right? I've never heard of trying to rip off just the top layer.
