Water kicking back on siding

I just put a new room on my house and have a problem with water kicking back on to the siding and leaking into the windows, the roof has a small pitch, I do have drip edge on and my soffet(overhang) is about a foot , No gutters. even in the winter the ice will drip and kickback off the soffet and on to the siding. WHAT CAN I DO TO STOP THIS without putting up gutters because of Ice build up problem.

You are supposed to have ice and frost on your roof and gutters. The gutters stop the blow back, the ice and frost prevent ice dams. If water sits in your gutters, not enough slope. Good Luck
