I'm sorry, I don't know the correct terms. The gutters are nailed to the facia. We took a level up and found that the gutter is perfectly level. The water begins about four feet from the downspout and it is about five feet in length. I hope this makes sense.

The gutter should NEVER be perfectly level. It should always be sloped twards the downspouts. I gather what you were trying to say about the water is that you have a puddle in the gutter.
Try unfastening the gutter at the downpout and a few feet over. Lower the gutter by applying some downard pressure, then refasten it. This should create the gravitational water flaow that is known as gutter pitch.
