gutter/drip edge questions

Red face gutter/drip edge questions

hello all,
on my new garage, i've got vinyl gutters and gutter hangars. the inside top edge of the gutters have a 1/4" lip folded over to retain the hangars, so now they are hung just below the drip edge and won't pass code. i don't think the top edge of the hangars will let me slide the top edge of the gutter under the drip edge.
i've seen in previous posts that some have recommended tacking a strip under the drip edge and into the gutter.
is this allowed by general building code?
would i make notches for each hangar?
what material should it be?

more info

oops, i forgot a couple of things.
i left the truss ends square and didn't trim them to vertical, so the fascia board faces down a little. i then made little wooden wedges to make the gutter hang as is if it were mounted on a vertical fascia.

Just cut some stips out of sheet metal or the back of left over gutter , oh you have vinyl oh well . get some sheet metal cut the strips so that they slid up under the drip edge and over the back of the gutter.
Next time: we set all truss then put a line from end to end on the tails mark them and then cut them square to the world this way they all line up .
