Question Flat roof with parking on top

We're constructing a workshop/store with an off-street parking bay on top of it. The builder doesn't have much of a clue how to waterproof the surface of it and neither does the consulting engineer! Anyone have some tips as to how we should go about it to prevent problems in future? Please bear in mind we're in South Africa so we can't get most of the branded products available in the US.

Waterproof the roof deck with some type of waterproofing membrane designed for concrete overpours. Sheet or liquid waterproofing is OK. Grace Bituthene works well and is a easy to use "peel & stick" sheet. Flood test the waterproofing, find & seal any leaks. Protect the membrane with some type of protection board. This is usally 1/8" asphalt impregnated hardboard in the US. The purpose is to prevent membrane damage by the aggregate or reinforcing materials used in the topping slab. Place renforcement and pour the concrete topping slab.

The local building inspector may know more than your build team. Ask them for what they expect to see during an inspection.
