Replacing turbine

I have a wind turbine ventilator over our bedroom that is making a lot of noise. I looked at it today. There is a hole worn in the metal on the turbine ventilator where it overhangs the turbine base. I cannot find any particular spot that the ventilator is rubbing on. The turbine ventilator moves back and forth a lot but I don't know if this is normal. I found a place that sells replacement ventilators with an adaptable ring sized to fit any 12" turbine base.

Any ideas on what to do or if the replacement turbine ventilators work?
