draft from the oven hood - need to replace roof louver?

Just bought a house and the fan from our oven has a nasty draft when not in use. I can't imagine that this is the way it is supposed to be. Does a roof louver usually block air from coming down the vent? Does it perhapd need to be replaced? thanks

damper

I beleive that the damper is part of the vent hood itself or right at the base of the flue...not up at roof level.
Look where the exhaust flue connects to the unit (most of the time it's in the small cabnet above the hood).
Disconnect the flue and look down into the top of the unit and into the end of the flue to see if there is a damper there that is stuck open.
