Balcony leaking

I own a condo in southern california....usually not to wet until last winter. The condo is an upstairs unit with a balcony on the front. It is leaking onto my neighbors patio. Surface on the balcony appears to be a rolled/sprayed on sealant....gray and supposedly applied about two years ago. I've found one pin sized hole in it and water is working the stuff loose from the concrete. What is the best way to repair this? Do I start from the beginning and tear up the old stuff and put down something new? Something worth tackling myself? Is tile an option?

Wasn't sure if this should post in roofing or decks. Thanks in advance!!

just scrape of the loose stuff and applied new coat over it

It is more than likely a "Deck Coating" similar to what is used on parking structures.
Look for Manufacturer(s) -Tremco or Sonneborn.
Go to to one of their web sites and find a distributor in your area.

There will also be detailed repair/application instructions on their sites

You might also check out VIP, which is a popular coating in California, used over concrete, stucco, and sanded CDX plywood.
